Human Resources Manager - Bilingual
Position Summary
Oversees all HR functions—talent acquisition, employee relations, benefits, training, compliance, and organizational development—while fostering a high-performing, engaged, and compliant workforce. Serves as a trusted advisor to executive leadership and champions a culture of professionalism, inclusivity, and mutual respect.
Key Responsibilities
Leadership & Strategy
- Provide strategic HR leadership aligned with company growth and values.
- Advise executives on organizational planning, workforce development, and performance.
- Design and lead initiatives to improve engagement, retention, and culture.
- Model professionalism, discretion, and integrity in all HR practices.
Talent Acquisition & Development
- Oversee full-cycle recruitment for all roles, ensuring a pipeline of skilled, safety-minded professionals.
- Implement training and development programs to support career growth and compliance.
- Guide onboarding to ensure consistent, values-based orientation for new hires.
Employee Relations & Culture
- Promote a positive, inclusive, and respectful workplace through policies and consistent employee relations practices.
- Manage performance evaluations, coaching, and conflict resolution.
- Investigate and resolve workplace issues confidentially and in compliance with the law.
- Foster a culture of respect, accountability, and continuous improvement.
Compensation, Benefits & Compliance
- Oversee benefits programs and leave policies.
- Ensure compliance with labor laws, OSHA standards, and company policies.
- Align compensation strategies with workforce planning and budgets.
HR Operations & Systems
- Maintain and improve HR systems, records, and reporting.
- Monitor and analyze HR metrics to guide decision-making.
- Lead internal audits and prepare for external compliance reviews.
Qualifications
Bilingual (English/Spanish) required
- 7+ years of progressive HR leadership experience (construction/utilities preferred)
- Proven success in strategic HR, employee relations, compliance, and policy development
- Strong knowledge of labor laws, safety compliance, and workforce planning
- Exceptional professionalism, judgment, and emotional intelligence
- Experience maintaining confidentiality and building trust with employees and leadership
- Strong communication, interpersonal, and leadership skills
- Proficient with HRIS platforms and Microsoft Office; NetSuite experience a plus
- Bachelor’s degree in HR, Business Administration, or related field required; SPHR preferred
