Cable East is seeking an experienced and proactive Safety Director to join our construction company. The Director of Health and Safety is responsible for directing and providing health and safety program oversight to Cable East. This role is responsible for ensuring the safety and compliance of all operations related to utility infrastructure projects, and ongoing operations. This role involves developing, implementing, and managing safety programs to minimize risks, promote a safety-first culture, and ensure adherence to industry regulations and company policies. The ideal candidate will have a strong background in both safety management and utility construction, with a proactive approach to hazard identification and risk mitigation.

 

Responsibilities

The Director of Health and Safety will work closely with the Cable East Leadership Team, Human Resources, and Department Managers to cultivate The Cable East Safety Culture. We will participate in a culture of safety. No business objective is so important to pursue at the sacrifice of safety.

Safety Program Management

  • Develop and maintain safety policies, procedures, and best practices tailored to utility construction and operations. Create, manage and review site specific health and safety plans. Appraise and implement new safety regulations.
  • Provide health and safety leadership and direction to all levels of Cable East.
  • Implement safety programs in accordance with OSHA, ANSI, NESC, and other relevant industry standards. The position oversees development and implementation of behavior-based safety practices, audits functions for health and safety procedure implementation, ensures compliance with company, OSHA, DOT, and client-specific safety requirements.
  • The Safety Director monitors and documents the effectiveness of safety control measures used throughout the company and directs the Cable East staff in the implementation of The Cable East Health and Safety Program.
  • Work as the internal incident manager, ensuring that safety emergencies and injuries are properly managed.
  • Develop and train Cable East Safety Team to assist in all areas of Cable East Health and Safety Program.

Site Inspections and Audits

  • The position will manage the development of site-specific health and safety plans for construction projects.
  • Direct safety team to conduct regular site inspections and audits to ensure compliance with safety regulations and company protocols.
  • Identify potential hazards and unsafe conditions and implement corrective actions.
  • The position requires occasional travel and field time.

Incident Investigation and Reporting

  • Conducts root-cause analysis of health and safety incidents. Directs safety team and department leaders to evaluate accidents, near-misses, damage claims, and safety violations.
  • Prepare detailed reports and recommend corrective actions to prevent future incidents.
  • Training and Education
  • Develop, organize and deliver safety training programs for Cable East employees.
  • Ensure all personnel understand and adhere to safety guidelines and emergency procedures.
  • Ensure all personnel are adequately trained in emergency response plan procedures.
  • Participate in meetings with Cable East personnel.
  • Review subcontractor safety programs; ensure that subcontractor programs are compliant with corporate, OSHA, client or DOT Safety regulations.
  • Collaboration and Communication
  • Work closely with department leaders and teams to integrate safety into daily operations.
  • Communicate effectively with regulatory agencies and inspectors during audits or investigations.
  • Serve as the primary contact on all health and safety issues.
  • Documentation and Compliance
  • Maintain records of safety inspections, training, incidents, and corrective actions.
  • Stay current with federal, state, and local safety regulations and ensure organizational compliance.
  • Thorough knowledge of all OSHA requirements. Receive and guide all OSHA inquiries, inspections, and investigations. Establish policies to guide Cable East’s response and compliance.

Qualifications

  • Bachelor’s degree in: Occupational Health & Safety, Construction Management, Telecommunications, or related field experience
  • 5+ years of experience in safety management, preferably in utility construction
  • In-depth knowledge of OSHA standards, NESC regulations, and utility construction practices
  • Strong leadership and communication skills with the ability to influence a culture of safety
  • Proven ability to lead others and strong organizational skills
  • Experience with incident investigation and root cause analysis
  • Relevant certifications (e.g., OSHA, CSP, CHST, Defensive Driving, Confined Space, Excavation & Trenching Safety Awareness) preferred
  • Proficiency in Microsoft Office and safety management software
